The poor man's guardian, No. 1
The first issue of 'The Poor Man's Guardian', the paper of the Poor Man's Guardian Society, published on Saturday 6 November 1847. Charles Cochrane, the Chairman of the Society, reports that on visiting St. Martin's workhouse he discovered that the wards were full and nineteen people were therefore left outside. On the following night, Thursday 14 October, his visits included the West London Union in Smithfield, where he found seven people sleeping on the pavement. Again, the workhouse was full to over capacity.
