Step ladder
Wooden step-ladder from the Tobacco Department at the Royal Victoria Dock in Newham. Tobacco was usually imported in large wooden casks called 'hogsheads'. Once opened for sampling and inspection the bale of tobacco leaves was uncompressed, so height was required when repacking the bale.
