Letter dated Whitehall Aug 3rd 1607 with seals and signatures of Earls of Dorset, Suffolk, Worcester, Northampton, Salisbury and Sir Julius Caesar "Whereas His Majesty in his owne person and also his privye Councill have been continually and daily molested in tymes of greatest business by the suite of private and vulgar persons desiring to pass the seas, forty other commissions under the great seale" are appointed "in the ports of London, Harwich, Weymouth and Kingston upon Hull, to give license to such persons."
