Overshoe, clog
These are not sandals but overshoes worn to protect footwear from mud and dirt. They would have been called clogs, defined in Samuel Johnson's dictionary (1755 and 1773) as 'a kind of additional shoe worn by women, to keep them from wet'.
This pair has a black leather sole and uppers of off-white silk damask. A 'lift socket' attached to the sole would have sat between the high heel and sole of the shoe it was meant to protect.
The clogs were donated with a pair of shoes (35.44/14c-d) also made of off-white damask.
