Roman Inscriptions of Britain, Vol. 8 restores this inscription to '...le]g[atus Augusti iuridi]cvs [pro/vincae Bri]tann[i]ae/ [ob vi]ctoriam/ [Daci]cam', meaning 'imperial juridical legate of the province of Britain on account of the Dacian victory', a commemoration of Trajan's vistory of AD 102 or 106. 'Dacicam' could actually be 'Parthicam' or 'Germanicam' which would suggest a Severan date for the inscription. There are other alternatives for the last word.
