This image is adherred to a page with other photographs, the page looks like it has been taken from an album.
It is likely the image was taken in March 1909 during the WSPU campaign to urge voters not to vote for the liberal candidate in the bye-election held in Croydon. The WSPU regarded their campaign a success when the Liberal was beaten by the Conservative candidate. However the annotation suggests there is uncertainty over the location and it could refer to the Redcar and Cleveland by-election campaign in July 1909.
