A Labour exchange is the previous name for what is now known as a job centre. The first labour exchanges were set up by Winston Churchill in 1910 and this was the first time that the unemployed could go to a dedicated place to look for a job regardless of industry. In 1963 the unemployment rate in London was 1.4% and usually there were many applicants for each vacant job.
