This is the October 1970 issue (volume 1, number 4) of 'Community' the quarterly journal of the Community Relations Commission. It includes articles on 'Race and the Police' and 'Teaching English to West Indian Children' plus a review of books on the faiths of South Asian people. The article 'Race and the Police' discusses issues of mistrust between the police and West Indian and Asian communities. It mentions a lack of knowledge by the police about Asian religious customs, including those of Hindus and Sikhs. It recommends the setting up of an impartial public enquiry into allegations of police harrassment and the publication of a handbook to help police with such matters. It mentions difficulties with the recruitment of black policemen due to bad community relations.
The government created the Community Relations Commission as part of the 1968 Race Relations Act, the first piece of UK legislation against racial discrimination
